The Ice Cream Man is a minor character who is the center of a running gag throughout the Lilo & Stitch franchise. He is an overweight, sunburned (except for where he had apparently been wearing a tank top) man who wears sunglasses, swim trunks, and flip flops. Whenever he appears, his ice cream drops from its cone before he can finish it. He is currently nameless and mute, except in "Swirly" when he clucks like a chicken after being hypnotized by Swirly, as well as in "Babyfier" when he yells after tripping over 151's pod and crying after Babyfier turns him into a baby.

- Though he is voiced by Frank Welker, he rarely speaks with the exception of giving an occasional sigh or moan.
- However, he does have lines in the Disney Adventures comics.
- In "Richter", he tried to have a milkshake, but, like with his ice cream, it fell due to one of Richter's vibrations.
- A man who looks similar to him was seen in the Phineas and Ferb episode "Phineas and Ferb Hawaiian Vacation".
- The Ice Cream Man has appeared in every major piece of media in the Lilo & Stitch franchise, including Stitch! and Stitch & Ai.
- The Ice Cream Man also appears in the 2025 live-action remake as the "Big Hawaiian Dude", portrayed by David Hekili Kenui Bell, who died on June 12, 2025, almost three weeks after the film's release. Instead of a bald sunburned Caucasian man trying to enjoy ice cream, he is a Native Hawaiian who tries to eat rainbow shave ice.
