The Cluster Sovereign is a character exclusive to the Lilo & Stitch comic series from Dynamite Comics. He serves as the main antagonist of the first story arc that ran from Issue #1 to Issue #4.

History[]
Before the events of the comics, the Sovereign was an office worker, spending his days in a monotonous, lackluster job in the United Galactic Federation. Fed up with this tedious and boring existence, he decided to rebel. And since the only rebel he knew of was Experiment 626, he decided to follow his example. He gathered an army of drones who also wanted to overthrow the Galactic Federation, but much to his frustration his drones lacked the aggressiveness and rudelessness needed for such a revolution.
In Issue #1, the Sovereign and his drones break into Jumba Jookiba's old research facility on Planet Turo, where they find a video diary about Experiment 626. Realizing that 626's destructive programming could be the key to making his drones strong enough for the rebellion, he send his drones to Earth to capture Stitch and extract his DNA.
The Sovereign himself remains mostly off panel after this and lets his drones do the work, until issue #4, when he personally comes after Stitch in India along with 2 of his latest model drones. Encouraged by Lilo, Stitch allows the drones to capture him and tap into his mind. Rather than his destructive programming, the drones end up absorbing Stitch' memories of his life on Earth and the friends he made there, which makes them turn on the Sovereign. The Sovereign fires a plasma projectile at Stitch, but is tricked into grabbing the projectile himself just before it explodes, which incapacitates him.
After Stitch and the robots return to Hawaii and Stitch is reunited with Lilo, Pleakley questions the Sovereign about his motives. Seeing how much fun Stitch is having with Lilo and the reformed drones, the Sovereign realizes that he does not have to overthrow the Federation and can instead just quit his boring job to find something fun to do. He is not seen again after this.
